How Manufacturers, Dealers & Exporters All Collaborate In The Processing Of Panruti Cashew Nuts

Of great interest in Panruti is the group of small cashew nut processors that have evolved in the region. As in Kerala, the local production of nuts is not sufficient to supply the existing processing units. Processing and exporting depend on local supplies for only about three months a year. Raw nuts are therefore purchased in other states and countries (around ten of them) in different seasons. Export houses are the main channels through which the external supply of raw cashew nuts is made. Although the export houses source raw cashews from the domestic and international market, most do not have their own processing facilities. So who does the processing for these export houses? There are a number (in the hundreds) of small processing units located in the villages surrounding the town of Panruti. They usually belong to owners of the cashew nut plantations themselves.
When observed superficially, these small units appear to be satellite units belonging to cashew nut importers and exporters. However, these small processors almost completely own their products. They own the premises, the machines (what little they have), the raw material, and the final product. They employ wage labor to supplement family work. They sell the end product to whomever they want. But that does not mean that they are absolutely independent entities. They are part of a network of small processors linked to one or two firms engaged in either the importing or exporting of cashew nuts, or even both. Each importer has about forty or so small processors in their network. The importers search for raw cashew nuts both domestically and internationally on behalf of all processors in its network. When the price and quality of the nuts are known, the information is disseminated to all processors. As and when required by a processing facility, the importers place orders for the purchase of raw nuts.

Individual processing facilities buy the raw nuts from the importers. The contract ends there. The processing units themselves process the raw nuts, sort them and bring them back to the same importer (to be exported) or take them to another exporter. Small-scale processors also source raw cashews from the domestic market through their agents. Three or four small processors get together and share a truckload of raw nuts imported from Kerala, Karnataka, Andhra, Maharashtra, or Goa. The processed grains are then sold to exporters. Cashew processing facilities based in Panruti primarily use the Mangalore method of steaming and not drum roasting.
The most striking aspect of cashew processing in Panruti is the small scale of the farm. A thatched-roof shed where workers sit and shell raw cashew nuts is the only infrastructure many processors have. It is essentially an extension of their houses. All other services are hired in each village. This activity dominated by small processors makes it possible to distribute the surpluses generated by the processing more evenly among many players. It also generates valuable jobs for the local population. Combining cashew cultivation with processing can create jobs almost throughout the year.
Only women are employed for the shelling process. Each worker can shell about thirty kilograms of nuts per day, and workers are paid per piece for every three kilograms of shelled nuts. Their salaries go up during harvest-heavy seasons in which the workload increases. About twenty kilograms of grain can be peeled by a worker per day. Skilled workers are employed for grading and can grade as much as eighty kilograms of cashew kernels per day. They are paid as per a predetermined 'per bag rate' for their work. Labor is scarce, and laborers are required to be paid in advance, especially during harvest. The villages around Panruti attract a considerable number of workers from other villages where there are no processing facilities whatsoever. All of these migrant workers are agricultural laborers and, during the peak agricultural season, remain in their villages. During such times, the processing activity slows down considerably.

Transforming raw cashew nuts to kernels involves the following

Raw nuts are dried in the sun for three to four days. Then they are steamed in a boiler for thirty minutes to expand the shell and soften the nut. After steaming, the nuts are cooled by spreading them out on the ground in the shade. This hardens the hull so that it can be cracked, either by machine or with stones. Steam treatment preserves the original color of the core.

Once removed from their shell, the kernels should be dried to peel off the red outer skin. This drying process is known as 'borma treatment'. Most modern-day borma machines are entirely electric. The system provides uniform heating and does not require the periodic change of the trays during heating. It preserves the original color of the core, and the consistency of the quality is also achieved easily.
Moistening helps loosen the skin of the core. While some processors have electric humidifiers, most small processors use an ingenious method to humidify the kernels. The kernels are spread out on a soaked mat on the ground and covered with soaked jute bags. More kernels are spread over these soaked jute bags and covered with another layer of soaked jute bags again. Several layers of kernels are spread out like this one on top of the other. These layers are kept moist and intact for about twelve hours. Then the kernels are wrapped in burlap bags and stored for an additional twelve hours. After that, the grains are dried in the sun.
After drying, these cashew kernels are ready for peeling. Peeling is done by hand as the knives spoil the appearance of the nuts. The peeled kernels are again briefly heat treated.
The peeled kernels are graded manually by skilled personnel who specialize in grading. They are classified according to their size (an approximation of the weight).
