Cashew Nuts In Mozambique

Mozambicans have cultivated cashew trees on sandy coastal soils since the 19th century. Cashew nuts have been exported since the turn of the 20th century, and when the outbreak of World War II caused shipments to India to be halted, a local processing industry was born. After the war, many factories were built to process nuts for export. They used impact shelling technology. The production of cashew nuts in Mozambique peaked during the early 70s when slightly over two hundred thousand tonnes were harvested and exported, making the country the world's largest exporter."

After the country attained independence in 1975, these same production levels could not be maintained for a host of different reasons, including - war and displacement, inconsistent state policies, low agricultural prices, the weakening of commercial networks, shortage of tools, consumer goods and food, severe droughts, old trees (more than half of all cashew trees were estimated to be at least twenty-five years or older, widespread powdery mildew and anthracnose, pests, as well as uncontrolled bushfires. In 1997, most factories had closed. Public protests and intense government debates led to an increase in export tariffs in 1999, but most factories have not reopened. There is ample evidence that the World Bank's strategy has not worked. Since then, however, the federal government has made several reforms that has put cashew nut production in Mozambique, back on track."

In 1995, the Mozambican government liberalized the cashew sector to meet the conditions of the World Bank in order to be able to obtain new loans. The Bank's reasoning was as follows - The reduction of export tariffs on raw nuts would stimulate demand as well as competition amongst exporters. The elimination of merchant permits would raise the level of competitiveness. Merchants would begin to compete more amongst themselves to procure high-quality raw nuts and, in effect, be able to pay small-time farmers and plantation owners more for their harvests. The higher prices paid to these small-time farmers would enhance their incentive to market cashew nuts, further increasing farm incomes. This higher price perk would prompt more farmers to get into cashew nut cultivation and inspire farmers to adopt better tree management practices and also invest the time, effort, and money into planting new trees. The risk that lower export tariffs on raw nuts could cause the Mozambican cashew processing sector to collapse was embrads under the assumption that the loss of jobs in the processing industry would be counterbalanced by the expected gains for a much larger group of smallholders. "

The number of unlicensed mobile exporters has increased due to liberalization. Smallholders depend completely on their access to markets (which are highly dependent on access and distance from major roads) to be able to sell their raw cashew nuts better. In Itoculo, in Nampula province, for instance, access to markets is difficult. Farmers who live further away, far from main roads, have fewer buyers and even less negotiating power over prices or terms of barter than those with better road links. Additionally, farmers who can afford to store their raw cashews sell them towards the end of the season in order to acquire much higher prices for them. Cashew Nut Growing & Harvesting Season In Mozambique

The cashew season in Mozambique begins in the month of October and usually ends in March. Owing to the extended flowering of cashew trees, this period also often lasts until the end of April.In mid-October, the cashew harvest season begins in this northernmost district of Nangade, which is the main cashew producing region of the Cabo Delgado province. By November, trees in the rest of the country's cashew growing areas are ready to be harvested. Harvesting ordinarily lasts until December, when sales begin.
